Swampscott Veterans’ Property Tax Exemptions (Clauses 22 to 22F)

For: Veteran or service member, spouse, survivor.

Where it applies

Written for the jurisdictions listed here.

The Town of Swampscott grants the veterans’ exemptions of G.L. c. 59, s. 5, clauses 22 to 22F, through its board of assessors. The statute sets them as dollars off the tax bill, $400 under clause 22, $750, $1,250 and $1,500 under 22A to 22C and $1,000 under 22E, and exempts the whole domicile under 22D and 22F; a town can add to them only by accepting a local option, clause 22I, clause 22J or section 5C½. Every figure on this entry carries its source and the day it was read. The Assessing Department names Jean Paul Plouffe the Assessor and Lisa Taylor the Administrative Assistant at Town Hall, 22 Monument Avenue (781-596-8850), where the elected Board of Assessors’ page names Neil Sheehan the chair, Charles A. Patsios the vice chair and Richard Baldacci and Danielle Leonard the members. The department’s Property Tax Exemptions page posts the town’s "Real Estate Tax Exemptions Guidelines FY2027", dated July 1, 2026: $845 under clause 22 for a 10 to 99 per cent service-connected disability, a Purple Heart recipient or a Gold Star parent, $1,586 under 22A, $2,642 under 22B, $3,170 under 22C, full under 22D and $2,114 under 22E, full under 22F, each on an annual VA letter. Those are the veterans’ statutes doubled and raised by both years’ adjustments - $800 times 1.029 times 1.027 is $845.43 - what clauses 22I and 22J at 100 per cent produce, where the 22A line sits a dollar above the compounded $1,585.19; the sheet names no option and no vote was found on the town’s site, so the entry asks the assessors which the town has accepted. The same sheet prints $1,000 under 37A, doubled, beside 17D at $657 and 41C at $1,877, figures no option named in the section produces from the statutes’ $175 and $500. The page’s veterans’ application is the Commonwealth’s Form 96-4 and its veterans’ guide the Department of Revenue’s. The Veterans Services page says veterans services for Swampscott residents are provided by the Veterans Services Department of the City of Lynn: Michael Sweeney the Director of Veterans Services, John Stinson the Assistant Veterans’ Agent, Dave Gustavsen the Graves Officer and Mark Gambale the Assistant Graves Officer, hours Thursdays 9 to 11 am at the Swampscott Senior Center, 200 R Essex Street, "Call Lynn-Swampscott Veterans’ Services at 781-586-6911". The EOVS directory’s September 7, 2026 row lists Sweeney on the Swampscott row at 22 Monument Avenue (781-596-8853, [email protected]) and on the Lynn row at City Hall, 3 City Hall Square, Room 101 (781-586-6911) - ask which line serves Swampscott. Chapter 115 benefits, the Commonwealth’s needs-based help with rent, food, fuel and medical costs, are applied for through Lynn-Swampscott Veterans’ Services: Michael Sweeney, Director of Veterans Services. Their amounts are set by the Commonwealth and are the same in every city and town; the statewide chapter 115 entry describes them.

GateRule
A VA rating, a decoration, or a surviving relativeClause 22 reaches a veteran rated 10 percent or more, a Purple Heart recipient, a Gold Star parent and the spouse or unmarried surviving spouse; 22A to 22E turn on named losses, decorations, a 100 percent rating or specially adapted housing. The rating filter does not hide this entry, because several routes need no rating.

Figures

Each figure is dated with the day it was read. A local figure moves whenever the statute or the local ordinance does, so confirm it with the office that grants it before you rely on it. Statute verified gives the day the weekly section check last found the statute standing on the legislature’s own code site; a figure without it rests on a statute the check does not read yet.
