Sullivan County Trustee: Disabled Veteran Tax Relief and County Supplement

Sullivan County adds its own payment to the state's property tax relief: on August 20, 2026 the Commission authorized the Trustee to credit up to $400,000 a year to state relief recipients, citing a 36% cut in state relief for 100% disabled veterans and their widows. The Trustee's page describes the veteran relief as for permanently 100% disabled veterans only.

Where it applies

Written for the jurisdictions listed here.

Tennessee's disabled veteran property tax relief is a state payment toward the tax on the first $175,000 of a home's value; the Tennessee entries set out the rules. In Sullivan County the Trustee takes the applications at the Blountville office (1651 Blountville Boulevard, Suite 104; 423-323-6470 or 423-323-6469) and at the Kingsport and Bristol branches when they open in tax season. The 2026 application has a "Disabled Veteran" and a "Widow(er) of Disabled Veteran" box, and asks for income only from elderly and disabled homeowners. The county supplement. Resolution 2026-08-30, adopted August 20, 2026, recites that the state's FY 2023-24 cut reduced relief for the county's "100% disabled veterans and their widow/widowers" by 36%, and that 2025 reassessment raised their taxes. It authorizes the Trustee to issue County Tax Relief benefits "to qualifying State Relief recipients in a total amount not to exceed $400,000.00 for the tax year", credited directly to the taxpayer, continuing each year until the Commission rescinds it; see the Tennessee entry on local matching relief under 67-5-701(j). The County's January 2026 newsletter said relief participants were getting an extra $85 from the County for the 2025 tax year. Taxes owed to Kingsport or Bristol are separate. Where the Trustee's page narrows the law. It lists "Permanently 100% disabled Veteran homeowner as determined by Veterans Administration or the widow(er) of a qualifying tax relief veteran". Section 67-5-704(b) also covers a veteran with paraplegia, legal blindness or the loss or loss of use of two or more limbs from a service-connected cause at any rating, and a former prisoner of war rated 100 percent; a veteran with a qualifying loss and a lower combined rating should apply. The page's dates are garbled (qualification "prior to December 31, 2024", "2027 income"); the disabled veteran relief has no income test at all. The voucher. Each year the state relief voucher must be signed and returned to a Trustee's office, not a bank, by April 5, even when a mortgage company pays the taxes, or the state voids the credit.

Permanent and total, as VA determines itThe state relief, which the county supplements. The rating route in 67-5-704(b)(3) asks for service-connected permanent and total disability as determined by VA, which a veteran paid at the total rate through unemployability that VA has found permanent also holds. It is recorded rather than enforced because the paraplegia, blindness and loss-of-limbs route and the prisoner of war route need no rating at all.
Or a named loss, at any ratingParaplegia or permanent paralysis of both legs and the lower body, legal blindness, or loss or loss of use of two or more limbs from a service-connected cause qualifies whatever the combined rating, as does one hundred percent permanent total disability from having been a prisoner of war. The state entry on disabled veteran property tax relief sets out the routes.
