Where it applies

Written for the jurisdictions listed here.

The Legislature created the cemetery in 1983. Its rules, as amended on July 21, 2026: "One gravesite shall be assigned to each deceased eligible veteran and the eligible family members of such veteran to a maximum of three (3) persons per gravesite or on an adjoining parcel"; eligible family members are "One spouse, dependent child(ren), dependent parent(s)"; and "The veteran must have been a resident of Sullivan County or a property owner at the time of his or her entry into the military or at the time of death to be eligible." The property owner route is new; the agency's director asked for it because veterans who kept and paid taxes on county homes while living elsewhere were shut out. How. The Director of the Veterans Service Agency assigns the gravesite at the time of burial and keeps the records. Burial is in at least a 20-gauge metal casket or a lined vault, or an urn; markers are set at ground level, and families supply markers for dependants. Public Works places flags on every grave before Memorial Day. The rules set no charge for the gravesite. The cemetery holds 2,059 burials (1,184 veterans alone, 724 veterans with spouses, 151 dependants) as of September 23, 2026. Visitors may leave cut flowers at any time and artificial flowers from October 10 to April 15.
