Sullivan County: No County Veteran Programs of Its Own
Sullivan County government publishes no veteran program, office, discount or cemetery of its own; its nursing home holds no VA contract, a live controversy in the 2026 delegation record, and every benefit that applies in Sullivan County is a State or federal entry.
Also called: no county programs, veterans office, Newport, Sullivan County Health Care, VA contract, Care for Veterans, state entries.
What was searched. The county's 81-page sitemap was crawled and searched; the only veteran strings are two state representatives' "State-Federal Relations and Veterans Affairs" House committee cells on the Delegation page. The county's SharePoint document center (748 files, read through a headless browser because the library redirects curl to a Microsoft login) covers every Board of Commissioners meeting from October 2025 to October 26, 2026, the delegation's 2025-2026 folder and the revived Criminal Justice Coordinating Committee.
What was read. No veterans office, veteran discount, veterans cemetery or veteran page exists anywhere on the site; the FY26 and FY27 proposed budget documents carry no veteran line; and the Criminal Justice Coordinating Committee's December 17, 2025 and January 21, 2026 notes discuss starting the county's first drug court ("Sullivan is the only NH county without one") with the Judicial Branch's statewide treatment-court coordinator present - no veterans track was discussed, matching the state judiciary's blank Sullivan cells.
The nursing home. Sullivan County Health Care admits veterans who use Medicare or Medicaid, but the county holds no VA contract. At the April 20, 2026 commissioners' meeting staff confirmed "Grafton county has a Veterans Affairs (VA) contract" while "regulations are different than CMS and reimbursements are a lot more challenging than NH State Medicaid Pending cases," and a commissioner "requested they look into a VA contract." At the July 7, 2026 meeting the county manager's FY27 follow-up item is "Care for Veterans," recording that the administrator "researched Grafton's VA contract, viewed their regulations, and scheduled a phone call with them." At the July 2, 2026 delegation convention on the FY27 budget, Representative Rollins read a Unity family's letter into the record: their father, "a Vietnam veteran suffering from Agent Orange exposure, and currently on end of life hospice ... was denied admission to the Sullivan County nursing home. The reason given was that the VA is not affiliated with Sullivan County," and "This veteran has now been placed in a facility over an hour away." A commissioner responded that "SCHC currently does not have a contract with the VA" and "does not recommend pursuing a VA contract," while another legislator, "as a 38+ year veteran," answered that he "finds it unreal that we do not support veterans." The chair referred the question to a meeting with the SCHC administrator. Whether the county pursues a VA contract is unresolved in the record read.
Where a veteran turns instead. The State entries carry every benefit that applies in Sullivan County: the RSA 72 town-administered credits, the RSA 110-B:86 free certified records rule and the Division of Veterans Services. The Register of Deeds (Renee Simino, 14 Main Street, 2nd Floor, Newport, 603-863-2110, Monday to Friday 8:00 a.m. to 4:00 p.m.) publishes no DD-214 line, so no recording entry is written.
