For: Veteran or service member, survivor.

Where it applies

Written for the jurisdictions listed here.

Recording. The Stark County Recorder records a discharge at no cost and treats it as closed to the public: only the veteran, a county veterans service officer or someone the veteran authorizes, a person a court authorizes, or after death the executor, an heir or the funeral director may see or copy it, and anyone else gets a copy redacted to name, rank, date of birth and date and type of discharge. The first certified copy to an authorized party is free; more cost $2 a page and $1 for the certification. The Recorder also takes applications to expunge the record, the separation code or program number, or the Social Security number. This is Revised Code 317.24; see the Ohio entry on county recorders. A record more than 75 years old is public. The ID card. A Stark County veteran who records the discharge there and shows two current forms of identification, one with a photograph, gets a veteran ID card with photograph, service details and the document number. The Recorder's list of accepted identification matches 317.241 and includes the DD-214 itself. The page states no fee and no discharge test of its own; the statute allows a fee of up to $2 and refuses the card only for a dishonorable discharge.
