Where it applies

Operation Homebound is a housing programme the Veterans Service Commission of Stark County pays for out of its financial assistance budget, to move veterans from homelessness into permanent housing. What it pays. The security deposit, and 70% of the monthly rent for nine months, paid month to month while the veteran, the landlord and the commission all keep to the lease and the programme's obligations. Who qualifies, under the commission's rules. A veteran with active federal service whose discharge for every period served was honorable or under honorable conditions; who is homeless or precariously housed; and who has reliable monthly income, such as at least six months of steady work, Social Security, VA compensation or pension, or a retirement. The general assistance rules, including 90 days' county residence, also apply, since the programme sits within financial assistance. No rating is needed.
