Stafford County Disabled Veteran Real Estate and Vehicle Tax Exemptions

Stafford applies the statewide home and one-vehicle exemptions on a single, one-time application for a veteran rated 100% service-connected, permanent, and total, or rated unemployable. Its page still tells a surviving spouse to stay in the same home.

Also called: property tax, real estate tax, Stafford property tax, car tax, 100% disabled, TDIU, pre-approval.

For: Veteran or service member, survivor.

Where it applies

Written for the jurisdictions listed here.

Stafford County's Commissioner of the Revenue has a Disabled Veterans Program Administrator who handles the statewide real estate exemption, on the home and up to one acre, and the statewide one-vehicle exemption together. The veteran applies once. There is no income test. The county asks for the VA Benefit Summary and Service Verification Letter showing a service-connected disability, a 100% rating "or you are rated unemployable", permanent and total status, and its effective date, with a copy of the driver's license and a recent utility bill, or a utility's letter of connection, as proof of residence. Processing takes about 30 business days, and the county asks applicants not to call before then. A buyer can email for a pre-approval letter, or for an updated letter for a mortgage company. The vehicle exemption covers a passenger car, pickup, or panel truck registered for personal use, not a leased vehicle, a motorcycle, or an RV; call the office to move it to another vehicle. The page says a surviving spouse of a disabled veteran qualifies only while the spouse "continues to occupy the property". Section 58.1-3219.5(B) has let the spouse move without losing the exemption since 2019.

GateRule
100% permanent and totalStafford applies the statewide exemptions to the home and up to one acre and to one vehicle. It accepts a 100% rating or an unemployability rating with permanent and total status. It does not add an income test. One path is a VA rating of 100% that is service-connected, permanent, and total.
Permanent and total on the 100% pathThe 100% rating has to be permanent and total. A 100% rating VA has not made permanent does not meet this path.
Individual unemployabilityThe other path is a total disability rating based on individual unemployability that VA has also rated permanent and total.
Permanent and total on the unemployability pathIndividual unemployability qualifies on this path only when VA has rated the disability permanent and total.
