The record. The Board's agenda packets and executive agendas - the window's 34 files of October 14, 2025 through October 27, 2026, born-digital on the county's media host - carry the meetings; the minutes library posts through 2024 only, so the packets and their attached minutes carry the window's record. The Board meets at the Road Commission building, 20914 M86, Centreville (executive committees second Tuesdays 4 p.m., regular board third Tuesdays 6 p.m.); Administrator Teresa Cupp and Finance Director Angie Steinman attend. The veteran items, in order: - October 21, 2025 (packet): "G. Operation Green Light Resolution - Presented by Stoney Summey. Suggested motion: I move to approve the 2025 Operation Green Light Resolution, as presented." - November 18, 2025: "F. Supporting Operation Green Light for Veterans. It was moved by Commissioner Rosado and seconded by Commissioner Shaffer to adopt the resolution, as presented." Resolution No. 14-2025's recitals honor the men and women "who have selflessly served", note veterans' continued service "in the American Legion, Veterans of Foreign Wars, religious groups, civil service, and by functioning as County Veterans Service Officers in 29 states to help fellow former service members access more than $52 billion in federal health, disability and compensation benefits each year", and "RESOLVED, with designation as a Green Light for Veterans County, St. Joseph County hereby declares from October through Veterans Day, November 11, 2025, a time to salute and honor the service and sacrifice..." (the packet also carries the budget's "Dept 682 - VETERANS SERVICES" lines). - January 20, 2026 (organizational packet): the 2026 committee and appointment lists - "Veterans Affairs Stoney Summey 10" among the county department heads, and under boards and committee appointments "Veterans Affairs Board - Baker - Quarterly - 3rd Monday at 5pm". Officers for 2026: Hoffmaster chair, Rosado vice-chair, Shaffer chaplain, Yunker parliamentarian and resolutions. - February 17, 2026: "A. Employee Service Awards ... Stoney Summey - 10 year." No veteran benefit was adopted, narrowed or repealed; the resolution is a recognition and the rest is appointment and recognition. The December 16, 2025 packet's SCAO specialty-court grant agreement carries the statutory certification language for drug, sobriety, hybrid drug/DWI, family treatment, veteran's treatment and mental health courts - the State's contract boilerplate, not a county programme (see the courts' absence note in this round's header).
