Spotsylvania County Vehicle Tax Exemption for Veterans with Limb Loss, Blindness, or Permanent and Total Disability

Spotsylvania fully exempts one vehicle of a veteran who has lost, or lost the use of, a leg, arm, or hand, is blind, or is permanently and totally disabled, at any rating. This goes beyond the statewide 100% exemption.

Also called: car tax, personal property, vehicle tax, amputee, blind, Spotsylvania car tax.

For: Veteran or service member.

Where it applies

Written for the jurisdictions listed here.

Since 1994, section 21-27.4 of the Spotsylvania County Code has made one motor vehicle owned and regularly used by a veteran "who has either lost, or lost the use of, one or both legs, or an arm or a hand, or who is blind or who is permanently and totally disabled" a separate class of personal property and exempted it from tax. That is the class in Code of Virginia section 58.1-3506(A)(19), and where many localities set a low rate for it, Spotsylvania exempts it outright. The routes are alternatives. Limb loss or blindness qualifies at any rating, and the permanent and total route names no percentage. The statute asks for a written statement from the Virginia Department of Veterans Services that the veteran is in the class and the disability is service-connected; the county ordinance still names "the department of veteran's affairs". A veteran rated 100% permanent and total also has the statewide one-vehicle exemption, and could use this class on a second vehicle.
