Snohomish County Human Services runs the county Veterans' Assistance Fund from the county campus in Everett: emergency vouchers for food, utilities, medical costs, bus fare and gas, homeless services, case management, VA claims help and jail outreach. Call the intake line, 425-388-7255. The county publishes no eligibility rules; its directory listing adds a one-year Washington residence rule chapter 73.08 RCW does not contain.

The Veterans' Assistance Program is Snohomish County's programme under chapter 73.08 RCW, which every Washington county must run; see the Washington entry on county veterans' assistance funds. It is part of the Human Services Department.
What. The fund gives "limited emergency financial assistance to veterans and their dependents". The county lists emergency vouchers, homeless services, case management, advocacy, alcohol and drug referral, services to senior and disabled veterans, incarcerated veterans outreach, VA Medical Center referrals and enrolment, Everett Vet Center referrals, help with VA claims, appeals and discharge upgrades, and employment services. Vouchers are paid to the vendor, not as cash; the directory listing names food and sundries, utilities, medical costs, bus fare and vehicle gas, with other items at the service officer's discretion.
Who. The county's page says only that eligibility follows "basic eligibility requirements" and can be settled by phone, email or in person. Its listing with Washington 211 gives: 180 days of continuous active duty (90 days for Reserve or Guard units), a discharge under honorable conditions, Washington residence for 12 consecutive months, Snohomish County residence, and income no higher than 150% of the federal poverty level. Ask for the current rules when you call.
Where the listing differs from the statute. Chapter 73.08 RCW lets a county define "indigent" (150% of the poverty level is one of the State's options), but sets no length of residence: the one-year Washington rule is the county's. The State definition of veteran in RCW 73.08.005 also reaches a veteran with fewer than 180 days who was medically separated or has a service-connected rating, a Guard or reserve member activated by presidential call-up or who completed the initial obligation, and a veteran whose other than honorable discharge VA accepts for benefits. The 90-day Guard rule is not the State's test. A veteran turned away on any of these grounds should ask for the decision and its reason in writing.
Where and when. Lower level of the Robert J. Drewel Building (Administration East), 3000 Rockefeller Avenue, Everett 98201; weekdays 8 to 11 a.m. and 1 to 4 p.m.; intake line 425-388-7255.
The levy. Budget Ordinance 26-053, introduced August 18, 2026, sets the 2027 veterans' assistance levy at the statutory minimum of 1.125 cents per $1,000 of assessed value, an estimated $2,786,494, as a separate levy; the Council set its public hearing for November 2026. The Veterans' Assistance Fund Executive Board, all veterans, created by Ordinance 95-088 and now chapter 2.430 of the County Code, advises on spending and meets on the third Friday of every other month from January, 9 to 11 a.m., in Conference Room 6A04 of the Drewel Building.
Stand Down. The county's annual Veterans Stand-Down is open to every veteran in the county "regardless of discharge type"; the next is July 29, 2027, 9 a.m. to 3 p.m., at the Everett Community College Fitness Center, 2206 Tower Street.
