Where it applies

Written for the jurisdictions listed here.

Shelby County Government's Office of Veterans Services, part of the Division of Community Services, is the county veteran service office the county appoints under 58-3-109. Its officers are accredited through the Tennessee Department of Veterans Services and work alongside the Department's own Memphis field office. Everything it does is free. What it does. The office lists DD-214 requests, preparation, submission and tracking of compensation and pension claims, submitting evidence to VA, address and dependent changes, appeals of denied claims, service and medical records requests, notary services, discharge upgrade help, burial benefits, and help with VA forms and accounts, including base access forms, VA.gov and ID.me. Its FAQ says it will request a DD-214 by phone for a Tennessee veteran. Where. As listed on 2026-10-02, by appointment: Main office: 1075 Mullins Station Road, Building W-2, Memphis, TN 38134, Monday to Thursday, 9 a.m. to 4:30 p.m. Madison satellite: 1060 Madison Avenue, Memphis, TN 38104, Monday to Thursday, 9 a.m. to 4:30 p.m. Arlington: Patriot Bank, 5340 Airline Road, Wednesdays. Bartlett: Bartlett Library, 5884 Stage Road, Wednesdays from 10 a.m. Collierville: VFW building, 347 S. Center Street, Wednesdays. Millington: Baker Community Center, 7942 Church Street, Tuesdays and Thursdays. Phone (901) 222-4237, fax (901) 222-4231. The officers listed are Dr. Michael Ellis, (901) 222-2094, and Michael J. Davis, (901) 222-3985. The county says it serves more than 50,000 veteran residents; the 2024 American Community Survey counts 37,353 civilian veterans 18 and over, give or take 3,754. An out-of-date FAQ. The office's FAQ still sends veterans to eBenefits, which VA retired into VA.gov. It says the Army and Air Force records were destroyed in the 1973 fire, when the fire destroyed most, not all, Army records for people discharged from 1912 to 1960 and Air Force records for 1947 to 1964 surnames Hubbard to Z. And its answer on base shopping since January 1, 2020 names only veterans whose VA card shows service connection, leaving out Purple Heart recipients, former prisoners of war and primary family caregivers, whom the same federal rule admits. Ask the office rather than rely on those answers. Recording a discharge. The Register of Deeds, 1075 Mullins Station Road, Building W3, Suite W165, records a DD-214 at no charge. Its filing guidelines ask for the original or a certified copy, and for the member copy that shows the character of discharge. Under 10-7-513 the recorded discharge is confidential for seventy-five years; see the Tennessee entry on military discharge recording. On the Commission's June 1, 2026 agenda, a resolution would require every Milton Community Enhancement grant to a nonprofit to carry the Veteran Services Office's information for the recipient to hand out.
