Scotts Bluff County Assessor: The Veterans Office Certification for the Non-Service-Connected Homestead Exemption

Scotts Bluff County’s Assessor sends a veteran claiming the homestead exemption for a total disability from a non-service-connected illness or accident to the Veterans Service Office first, for a physician’s form and the office’s certification; the county’s FAQ calls the certification annual, though section 77-3508(1)(c) excuses a repeat when the medical condition has not changed.

Also called: homestead exemption, non-service-connected, totally disabled, 77-3508, Form 458B, physician form, Assessor, Scottsbluff, Gering, Mitchell, Terrytown, Minatare, Morrill, Lyman.

For: Veteran or service member.

Where it applies

Written for the jurisdictions listed here.

The county's route. The county's FAQ, under "How do I qualify as a Disabled Veteran or their Widow?", lists the exemption for a veteran totally disabled due to a non-service-connected illness, and for one totally disabled due to a non-service-connected accident, each marked "(annual certification required)", and says: "You must talk to the Veteran's Office to make sure you are a qualified veteran and pick up a physician's form. The doctor will need to sign the physician's form and a certification will be needed from the Veteran's Office. You will need to bring in your income information, the physician's form, and the veteran's certification into the office and we can sign you up." Filing is in the Assessor's Office between February 1 and June 30 every year, and staff will fill the form in with the claimant; income above the limit can be reduced by out-of-pocket medical expenses. What the statute says. The exemption is the State's section 77-3508 category for a wartime veteran (as 80-401.01 defines the periods) with an honorable or general (under honorable conditions) discharge, income-tested and value-capped (see the Nebraska entry). The application is annual, but 77-3508(1)(c) says the medical certification need not be repeated in later years when the condition has not changed, though the assessor may ask for it again; a veteran told to recertify every year can ask about that. The FAQ's heading names widows, but it lists only these two categories and 77-3508 reaches the veteran alone; a veteran rated 100 percent service-connected, and the surviving spouses the State entries describe, claim under section 77-3506 and its companions instead. Where. The Veterans Service Office, Administration Building, 1825 10th Street, Gering, (308) 436-6643, for the certification; the Assessor's Office for the filing.
