San Francisco's County Veterans Service Office is the county veterans service office California counties run under Military and Veterans Code section 970; see the California entry. Administrative Code sections 20.8-1 to 20.8-4, added in 2022, create the post of County Veterans Service Officer in the Department of Disability and Aging Services, part of the Human Services Agency. The officer must be a veteran, is nominated by the Department's Executive Director and the Mayor together and appointed by the Board of Supervisors, and is told to make outreach and services to homeless veterans the main priority. The officer also administers the aid to indigent veterans that Military and Veterans Code sections 920 to 931 allow, and reports each year by March 1 after a public hearing before the Veterans Affairs Commission. A new officer. On October 2, 2026 the Board confirmed Gerardo Carr, until then the office's program manager and a VA-accredited representative, as County Veterans Service Officer (Resolution 541-26). The resolution cites Military and Veterans Code section 972.1, which funds county offices, as the appointing section; the appointing section is 970. It also says the City Administrator nominates, where Administrative Code section 20.8-2 gives that to the Department's Executive Director and the Mayor, who did nominate. What it does. Free help with VA disability compensation, including PACT Act claims, pension and aid and attendance, survivors' compensation and pension, VA health care enrolment, burial benefits and life insurance, records requests to the National Personnel Records Center, discharge upgrade information with referral to the Swords to Plowshares legal clinic, the DMV veteran designation, and the CalVet College Fee Waiver for dependents, whose documents can be emailed or brought in. Where and when. The DAS Benefits and Resources Hub, 2 Gough Street, 9 a.m. to noon and 1 to 4 p.m., by appointment booked online, in person or virtually; Fridays are walk-in only. On Wednesdays the office also sits in the Patient Experience Center of the San Francisco VA Medical Center, 4150 Clement Street, at the same hours. The office says email is the best way to reach it: [email protected]. Telephone numbers disagree. The office's own page gives 628-328-2200 for messages and appointment requests; the Mayor's Office of Housing page and older listings give 415-934-4200. Use the office's page or email.
