The office. Margo Noble, County Clerk, 106 S Broadway, San Augustine, Texas 75972; phone 936-275-2452, fax 936-275-2263. Monday to Thursday, 8:00 a.m. to 4:00 p.m.; Friday, 8:00 a.m. to 3:00 p.m. From January 1, 2026 a person filing in the real property records in person must show a valid photo identification (Local Government Code 191.010(b)). The fee lines. The Clerk's "Real Property & Vital Records Fee Schedule, Effective January 1, 2024" lists under "No Charges (must be styled)" "Honorable Discharge DD214", and "VA's copies of B/C, D/C, marriage license & discharge (must present TVC-14 form from Veterans Affairs office)". Its general certified copies cost a clerk's certification plus a fee for each page. The schedule's "honorable" is narrower than the statutes: Local Government Code 192.002 makes the filing of any discharge free, and Government Code 603.003 makes a certified copy free for the veteran without a form (see the Texas entry). A veteran with another characterization of service, or asked to pay for a copy, should cite them. Who may have a copy. Government Code 552.140 keeps a discharge recorded on or after September 1, 2003 confidential for 75 years and releases it only to the veteran, the veteran's guardian, spouse, child or parent (or, with none living, the nearest living relative), the estate's personal representative, a person named in a power of attorney, a governmental body or the funeral home assisting with the burial.
