Saginaw County Veterans Service Hub at the Saginaw YMCA

Saginaw County has no department of veterans affairs of its own: its Veterans' Services page sends veterans to a Veteran Service Hub the county supports inside the Saginaw YMCA, where a service officer helps with federal, state and local benefits and a Michigan Veterans Trust Fund agent takes applications.

Also called: Veterans Service Hub, Veteran Service Center, VSO, Saginaw YMCA, veterans services, claims, Michigan Veterans Trust Fund, veteran food pantry, Fordney Street.

For: Veteran or service member, spouse, child, survivor.

Where it applies

Written for the jurisdictions listed here.

Saginaw County's own Veterans' Services page, under the County Administrator and Finance division, says the county "is proud to support the Veterans Service Center (VSO), located at the Saginaw YMCA", which helps with programs, federal and state benefits, healthcare, burial and survivor benefits, housing, pension and employment. The county department of veterans affairs the county's 2013 court papers referred to no longer appears in its budget or on its boards list; what the county supports today is the Saginaw County Veteran Service Hub in the YMCA lobby at 1915 Fordney Street, Saginaw (517-898-7902). What the Hub does. Veteran Service Officer Kimberly Napoleon is available weekdays 10 a.m. to 3 p.m. for appointments on federal, state and local benefits. A Michigan Veterans Trust Fund agent at the YMCA (989-793-9560) takes Trust Fund applications: eligibility, paperwork, financial counselling and disbursement (see the Michigan entry on the Trust Fund). The YMCA also runs a Veteran Food Pantry stocked by the Food Bank of Eastern Michigan and Hidden Harvest, a monthly Veteran Knowledge & Nibbles speaker series and Tribute Thursdays. How it is paid for. The county levies no veterans tax: its 2026 L-4029 tax rate request lists only the general operating levy (5.0000 mills originally authorized, 4.0368 requested for 2026). The veterans money in the FY2027 budget is a State County Veteran Service Fund grant of $102,653 (Fund 294), up from $98,728 in the FY2025 budget the Board adopted in 2024, and the county's small Veterans Relief fund (its own entry). The State grant programme pays counties that apply for it under MCL 35.623a; the Board directed the county to apply for such funding in November 2021.
