Where it applies

Written for the jurisdictions listed here.

The Town of Rutland grants the veterans’ exemptions of G.L. c. 59, s. 5, clauses 22 to 22F, through its board of assessors. The statute sets them as dollars off the tax bill, $400 under clause 22, $750, $1,250 and $1,500 under 22A to 22C and $1,000 under 22E, and exempts the whole domicile under 22D and 22F; a town can add to them only by accepting a local option, clause 22I, clause 22J or section 5C½. Every figure on this entry carries its source and the day it was read. The Assessors’ page names Amy Evanowski the Principal Assessor (508-886-4100, extension 3005, [email protected]) at 250 Main Street, with the board Jeffrey R. Gibbs the chair (term expires 2027), Robin A. Tarani (2028) and Brian Green (2026). Its Statutory Exemptions page posts the town’s "STATUTORY EXEMPTION QUALIFICATIONSFY27" sheet, headed "FISCAL YR 2027 RUTLAND PROPERTY TAX EXEMPTIONS QUALIFICATIONS - 2.7% COLA": the veterans’ clauses line by line at the statutes - $400.00 under clause 22 for a line-of-duty service-connected disability of 10 per cent or more, the Purple Heart, Gold Star parents and the spouse or surviving spouse, $750.00 under 22A, $1,250.00 under 22B, $1,500.00 under 22C, "$ Fully Exempt" under 22D and 22F and $1,000.00 under 22E - beside the sheet’s 41C, 17D and 37A lines and a National Guard and reservist exemption of up to 100 per cent, and no acceptance of clause 22I or 22J appears on the site, so the veterans’ figures here are the statutes’. The Veterans Services page names Scott Conner the Veterans Agent (774-239-6162) at 246 Main Street, "meetings in Rutland available by appointment", where the EOVS directory’s September 7, 2026 Rutland row lists Conner at 246 Main Street in Spencer on Spencer’s line (508-886-4100, extension 2001, [email protected]) - the Spencer office the street address is; the town’s page gives the agent’s cell. The page carries the treasurer’s Veterans’ Bonus and SAVE links and the Massachusetts Bar Association’s appeals program. The town’s news flashes record the American Legion Post 310 hosting the Memorial Day parade and ceremonies, flag placements at West Rutland, Goose Hill and Brooke Square cemeteries and the Memorial Field monument, most recently for 2026. The town’s own record of its work-off is the "Veterans Property Tax Work-Off Program - Program Information and Procedures" the assessors’ page posts: the program "was established for Rutland residents under the provisions of Massachusetts G.L. Chapter 59 §5N by vote of town meeting on May 15, 2023", open to veterans of any age whose primary residence is the Rutland property, a tax credit "of up to $1000.00 per year" calculated "at the state minimum wage per hour ($15.00 at hourly state minimum wage)" for 67 volunteer hours worked October to June, administered by the Assessor’s Office with applications due September 30, select-board approvals and amendments recorded from December 21, 2015 through August 11, 2026. Chapter 115 benefits, the Commonwealth’s needs-based help with rent, food, fuel and medical costs, are applied for through Rutland Veterans Services: Scott Conner, Veterans Agent. Their amounts are set by the Commonwealth and are the same in every city and town; the statewide chapter 115 entry describes them.

A VA rating, a decoration, or a surviving relativeClause 22 reaches a veteran rated 10 percent or more, a Purple Heart recipient, a Gold Star parent and the spouse or unmarried surviving spouse; 22A to 22E turn on named losses, decorations, a 100 percent rating or specially adapted housing. The rating filter does not hide this entry, because several routes need no rating.

Figures

Each figure is dated with the day it was read. A local figure moves whenever the statute or the local ordinance does, so confirm it with the office that grants it before you rely on it. Statute verified gives the day the weekly section check last found the statute standing on the legislature’s own code site; a figure without it rests on a statute the check does not read yet.
