The 16th Judicial District's Veterans Treatment Court, run with the district's Recovery Court in Murfreesboro and funded in part by the Department of Mental Health and Substance Abuse Services, follows the model in the Tennessee entry on veterans treatment courts. Its 2022 handbook names Judge Ben Hall McFarlin III and lists the county veterans service officer and a veteran mentor coordinator on the team.
Who can apply. A veteran or active-duty service member, 18 or older, who lives in the 16th Judicial District (Rutherford and Cannon counties), agrees to take part, has no violent charge that would bar admission, and has resolved legal matters in other courts. Application is open any time before sentencing, and a probationer facing revocation may also apply. Track 1 is for those scored moderate risk and moderate need on the state's risk assessment (TNRAS), with at least 12 months of probation left; Track 2 for high risk and high need, with at least 18 months left.
What it asks. Four phases over at least 12 months on Track 1, then aftercare of about 180 days; drug screens at least twice a week; counselling; mentoring; court status hearings; and $50 a month in programme fees, besides fines, court costs and probation fees on a payment plan.
What completion brings. The handbook says successful completion may reduce court costs, fines and fees, dismiss the criminal charges, or shorten probation, as the originating judge decides.
