Russell County Revenue Commissioner: Disability Exemption and Homestead
Russell County's Revenue Commissioner, Natalie Kirkland, takes the State's homestead and disability exemption claims at 1000 Broad Street, Phenix City, weekdays 8 to 5 ET; the county publishes no exemption text of its own, so the routes are the State's sections 40-9-19 and 40-9-21.
Also called: property tax, homestead, revenue, ad valorem, disability exemption, 40-9-21, Natalie Kirkland, Phenix City, Seale, Hurtsboro.
The State exemptions are the substance here: Code section 40-9-21's complete exemption for a person permanently and totally disabled on the principal residence and up to 160 acres, and section 40-9-19's routes, as the State's principal-residence entries explain - including Act 2026-598's release from annual verification for a VA-determined veteran and Act 2026-268's tentative certificates. In Russell County the claims are taken by the Revenue Commissioner's office on the first floor of the courthouse at 1000 Broad Street, Phenix City.
What the county publishes. The Revenue Commissioner's page describes the office as processing property tax payments and providing access to property tax records and deed information "on behalf of the State of Alabama and the Russell County Commission", and points to the county's online tax portal (russell.capturecama.com) - an E-Ring Citizen Access Portal for payments, assessments, property records, deed information, forms and tax maps. The portal carries no exemption text and no veteran or disability row of its own, and no page of the county site - not the Mapping & Appraisal department's, which sets values under the Department of Revenue's standards, nor the Probate Judge's - publishes an exemption page. A disabled veteran or surviving spouse claiming here relies on the State entries for the current rules and should ask the Revenue Commissioner's counter for the application.
The Revenue Commissioner is Natalie Kirkland; the office's line is 334-298-7011 (the sheriff's community directory lists the Revenue Commission/Tax Office at 334-298-6661). Office hours are Monday through Friday 8:00 a.m. to 5:00 p.m. Eastern Time. The county's delinquent-tax sale notice was posted October 2026 on the county news list.
