The Judicial Branch lists Rowan among the counties with an operating veterans treatment court; see the North Carolina entry. "Veterans of US Active-Duty Military, Reserves or the National Guard with a currently pending criminal case in Rowan County may be eligible to participate in our Veterans Treatment Court Program. Notify Court personnel, your Defense Attorney, or call Rowan County Veterans Services if you are interested in volunteering for the program."
Eligibility. Qualifying service in the Armed Forces, Reserves or National Guard, with a DD-214; a non-violent misdemeanour or low-level felony; a diagnosable substance use disorder, mental health condition or both; at least one year of probation remaining and willingness to extend it; and residence in Rowan County or the ability to attend court and treatment there. Disqualifiers: a history of violent felony charges; "Less than Honorable Military Discharge due to Court Martial" (one due to Article 15 non-judicial punishment is reviewed); current sex offender registration; uncleared charges elsewhere; and findings of incompetence by a court or for VA payment purposes.
How it works. Treatment, drug and alcohol testing, judicial check-ins and case management, with a VA Veterans Justice Outreach specialist and volunteer veteran mentors on the team. Coordinator Barry Cartner. In 2025-26 the Board approved applying for two federal veterans treatment court grants and a grant-funded position, and carried $250,625 forward for the court.
