Where it applies

Written for the jurisdictions listed here.

The New Hampshire Judicial Branch's treatment-court locations page lists the Veterans Behavioral Health Track for Rockingham County at the Rockingham Superior Court, Rockingham County Courthouse, 10 Route 125, Brentwood, mailing address P.O. Box 1258, Kingston, NH 03848-1258, phone 1-855-212-1234. The track's own handbook says it is "an intensive and comprehensive behavioral health court program designed as an alternative to incarceration," and that eligibility runs to "any V/SM who has been charged with a criminal offense and has a diagnosed or diagnosable behavioral health issue or mental illness that both contributed to the behavior resulting in the charged offense and is related to their service in the armed forces"; "a prior criminal record will have an impact on the track but not on eligibility." Sessions are generally held monthly. The handbook's contact is Christopher Dearborn, LICSW, Veterans Justice Outreach Coordinator, (603) 624-4366 ext. 5996, and its partners include the Rockingham County Attorney's Office (P.O. Box 1209, Kingston, (603) 642-4249), Seacoast Mental Health Center (Portsmouth), Center for Life Management (Derry) and the Rockingham County Probation Department (Exeter). What the county itself does. Rockingham County government publishes no veteran program of its own. The Board of Commissioners - Kathryn Coyle (Chair), Steven Goddu (Vice Chair), Thomas Tombarello (Clerk) - read every meeting of 2025 (260 pages of minutes, January through December) and every meeting through September 24, 2026 (181 pages), and neither year carries a veteran item; the FY2026 and FY2027 delegation-approved budgets name no veteran line, and no county veterans office exists among the departments. The Register of Deeds' pages on nhdeeds.org name no DD-214 line (its fee schedule's only discharges are mortgage releases), so no recording entry is written. What could not be read. courts.nh.gov answers 403 (Akamai) to every automated fetch, so the locations page and the handbook were read through Internet Archive captures of September 22, 2026 and July 18, 2024; the locations page still linked the same handbook title on the September capture, but the live handbook could have changed. The Sheriff's Office site (rockso.org) serves no sitemap (its sitemap.xml answered 400), so it was crawled from the menu; it publishes no veteran program.
