Rockingham County's relief for disabled owners is for an owner who, on December 31 of the prior year, is permanently and totally disabled and unable to engage in substantial gainful activity. The disability is certified by Social Security, the Department of Veterans Affairs, or the Railroad Retirement Board, or by two Virginia physicians or active-duty military physicians. The home must be the owner's sole dwelling. Gross combined income of the owner and spouse, plus each relative's income above $10,000, cannot exceed $38,000, and net worth cannot exceed $78,000, excluding the dwelling and up to one acre. File each year between January 1 and April 1.
