Where it applies

Written for the jurisdictions listed here.

The county's own page: "Robeson County is one of 32 counties that will receive housing funds from the NC Housing Finance Agency's Essential Single-Family Rehabilitation Loan Pool (ESFRLP). The ESFRLP finances major home rehabilitation and modifications for households with incomes below 80% of their area's median income. This investment will help veterans, seniors and people with disabilities stay in their homes." The three eligibility requirements as the page gives them: the house "must be located in Robeson County, and must be owner-occupied. The household occupying the unit must have an elderly, disabled and/or veteran full-time household member or a child aged 6 or under threatened by lead hazards in the home"; household gross income must not exceed 80 percent of the county's Area Median Income; and "the cost of rehabilitation cannot exceed the ESFRLP Program limit of $30,000 and must include all Essential Rehabilitation Criteria" of the Agency's Administrator's Manual. A veteran is one of the qualifying household types in his or her own right; the posted FY 2022 application asks the applicant to certify a "household member who is a military veteran, as determined by NCHFA Program Guidelines." The county page names no separate veteran set-aside or priority beyond the qualifying-member test. How to apply, as posted: download the application and return it with proof of income to Robeson County, Attention: Tammy Freeman (the Clerk to the Board), 550 North Chestnut Street, Lumberton, NC 28358; questions to Adrian Lowery at (910) 827-1947. The page and the posted application are the 2022-cycle pool and no newer cycle was posted on 2026-10-21; the loan terms, if any, are the Agency's, and the county page does not restate them.
