City of Roanoke Disabled Veteran Real Estate Tax Exemption

The City of Roanoke’s Commissioner of the Revenue applies the statewide exemption for a veteran rated 100% service-connected, permanent, and total, at any time of year. Its guidelines still end a surviving spouse’s exemption on a move.

Also called: property tax, real estate tax, Roanoke property tax, 100% disabled.

For: Veteran or service member, survivor.

Where it applies

Written for the jurisdictions listed here.

The Commissioner of the Revenue takes applications for the statewide disabled-veteran real estate exemption at any time of year, online or in person in the Noel C. Taylor Municipal Building. It is not income-based, and the veteran refiles only if the principal residence changes. The city's written guidelines, last revised in January 2022, say a surviving spouse keeps the exemption only while "the principal place of residence does not change". That was the rule before 2019. Section 58.1-3219.5(B) now says the exemption "applies without any restriction on the spouse's moving to a different principal place of residence", so a spouse who moves should file for the new home. Nothing else in Roanoke's treatment of disabled veterans is local. The city has adopted no reduced vehicle rate for the limb loss and blindness class in Code of Virginia section 58.1-3506(A)(19), so a veteran in that class below 100% pays the ordinary $3.45 rate; the statewide one-vehicle exemption for a veteran rated 100% permanent and total applies as written at state level. Roanoke eliminated its vehicle decal, so there is no local license fee to waive.

Thresholds

GateRule
100% permanent and totalThe City of Roanoke applies the statewide exemption to the principal residence. It states the 100% service-connected, permanent, and total rating. It does not add an income test. One path is a VA rating of 100% that is service-connected, permanent, and total.
Permanent and total on the 100% pathThe 100% rating has to be permanent and total. A 100% rating VA has not made permanent does not meet this path.
Individual unemployabilityThe other path is a total disability rating based on individual unemployability that VA has also rated permanent and total.
Permanent and total on the unemployability pathIndividual unemployability qualifies on this path only when VA has rated the disability permanent and total.
