Also called: county veterans affairs officer, CVAO, veterans service office, claims help, Columbia, 25-11-40, Legislative Delegation, PT-401I, Fort Jackson.
Every South Carolina county has a veterans' affairs officer under section 25-11-40; see the South Carolina entry on county veterans affairs officers for how the officer is appointed and trained. Richland County runs the office together with the county's Legislative Delegation Office, which also handles the delegation's appointments and notary certifications.
What it does. Staff are "authorized, by law, to assist veterans and their dependents with applying for Federal, State and County benefits", and help them through other community organisations. That includes the certificate that the State's disabled veteran home exemption requires: the officer certifies the total and permanent service-connected disability for the Department of Revenue's form PT-401I. See the South Carolina entry on that exemption, which also explains why a veteran paid at the total rate through unemployability meets the statute's words.
Who. Kenneth Brown, a retired Air Force technical sergeant, is the county veterans affairs officer; Dr. Kimberly A. Janha is executive director of the combined office.
Where. Phone 803-576-1908, fax 803-576-1923; Monday to Friday, 8:30 a.m. to 5 p.m.; mailing address P.O. Box 192, Columbia 29202. The county page gives the office at 1400 Pickens Street, Suite 200, Columbia 29201; another listing places the veterans officer at 1701 Main Street, Suite 409, in the Judicial Center, so call first.
