Richland County Recorder: Discharge Recording and the Veterans ID Card
The statute requires the Recorder to record a discharge free and would let it charge up to $2 for the Ohio veterans ID card, but Richland County's Recorder publishes nothing about either - no discharge page, no veteran ID page and no fee schedule - so a veteran calls the office at 419-774-5602.
Also called: DD-214, DD214, county recorder, veteran ID card, veterans identification card, discharge, Denise Jackson, recording.
Recording. Revised Code 317.24 requires every county recorder to record an honorable discharge (or an other-than-honorable one, marked as such) without charge, return the original at once with one certified copy, and keep it out of the public records; see the Ohio entry on county recorders. The Richland County Recorder, Denise Jackson, is at 50 Park Avenue East, Mansfield (419-774-5602, fax 419-774-5603), weekdays 8 a.m. to 4 p.m., with document recording ending at 3:45 p.m. Its web page lists deeds, mortgages, liens and e-recording through Kofile's portal, and says nothing about discharges; the commission's benefits page is where the county describes recording - "our service officers can help you apply for this, and record it in the Richland County Recorder's Office, so you will never have to worry about getting one again."
The ID card. Section 317.241 lets a recorder issue the Ohio veterans identification card to a veteran whose recorded discharge is not dishonorable, on two forms of identification (one with a photograph), for a fee of up to $2. The Richland County Recorder publishes no veteran ID page and no fee schedule at all, so a veteran asks the office what it charges - nothing is required by the statute beyond the two identifications and the recorded discharge.
