The Clerk's fee schedule effective January 1, 2024 lists "Military Discharge (DD214)": filing, Local Government Code 192.002(b), no charge; certified copy, Government Code 603.003(a), no charge - "Thank you for your service!" (see the Texas entry). The application. The Clerk's "Application for Copy of Military Discharge Record" asks for the veteran's name, discharge date, date of birth, Social Security number and branch, the number of certified copies, and the applicant's name, address, identification and purpose, and has the applicant check which listed person they are: the veteran, the veteran's guardian, the spouse, child or parent, the nearest living relative when none of those is living, the estate's personal representative, a person named in a power of attorney, or an employee of another governmental body; a notarized proof of identification follows. That list is Government Code 552.140's, which keeps a discharge recorded on or after September 1, 2003 confidential for 75 years (the statute also lets a funeral home assisting with the burial have a copy, which the form omits). The form's power-of-attorney line still cites section 490 of the Texas Probate Code, which the Estates Code replaced in 2014.
