Powhatan County Vehicle License Fee Exemptions

The county code still imposes a vehicle license fee "as stated in the fee schedule", but the current fee schedule adopted April 28, 2025 lists no vehicle license fee and the FY2026 and FY2027 budgets book no motor vehicle license revenue, after $33,581 in FY2024 and $12,258 in FY2025. Section 70-461 exempts anyone exempt under Code section 46.2-755 in terms.

Also called: license fee, decal, registration fee, 46.2-755, POW, Medal of Honor, car tax.

For: Veteran or service member.

Where it applies

Written for the jurisdictions listed here.

Article XIII of Chapter 70 of the county code levies an annual vehicle license fee on each motor vehicle "as stated in the fee schedule (Appendix A)", payable by June 5 with the first-half personal property bill, and section 70-461 exempts "persons exempt under provisions of statutes of the state from payment of license tax upon motor vehicles" and "any person who ... is exempt from the payment of such license tax under Code of Virginia § 46.2-755". That reaches the one vehicle of a veteran with Disabled Veteran plates, and the qualifying vehicles of former prisoners of war, Medal of Honor, Purple Heart and Bronze Star recipients, which section 46.2-755(B) of the Code of Virginia bars localities from feeing. The article also exempts antique vehicles with permanent state registration and one vehicle of each member in good standing of the county's volunteer fire department and rescue companies. No fee is charged now. Appendix A, the fee schedule adopted April 28, 2025 and effective July 1, 2025, lists no vehicle license fee, and the adopted FY2026 and FY2027 budgets book motor vehicle license revenue of $0 both years, against $33,581 in FY2024 and $12,258 in FY2025. A veteran who is billed a decal fee anyway should ask the Treasurer at 804-598-5625, and cite section 46.2-755(B) and the fee schedule.
