Pittsylvania County Disabled Veteran Real Estate and Vehicle Tax Exemptions

Pittsylvania County takes the statewide home and one-vehicle exemptions for a veteran rated 100% service-connected, permanent, and total by mail, with proof of residence. Its form and instructions still tie a surviving spouse to the same home.

Also called: property tax, real estate tax, Pittsylvania property tax, car tax, 100% disabled, surviving spouse.

For: Veteran or service member, survivor.

Where it applies

Written for the jurisdictions listed here.

Pittsylvania County's Commissioner of the Revenue, in Chatham, takes the statewide disabled-veteran real estate exemption by mail on the county's application, with the VA letter showing a disability that is 100% service-connected, permanent, and total and a utility bill, Virginia resident tax return, or bank statement showing the home is the principal residence. The exemption covers the home and up to one acre, and a mobile home that is the principal residence. There is no income test, and the veteran refiles only if the principal residence changes. The county's application and its instructions still give the surviving spouse rule as it stood before 2019. The application lists as a qualification that the spouse "must continue to reside in primary residence", and the instructions say the spouse is eligible "so long as they occupy the real property as their principal place of residence and does not remarry". Section 58.1-3219.5(B) says the exemption "applies without any restriction on the spouse's moving to a different principal place of residence". The instructions also ask a spouse for a certified marriage certificate, and the county's pages cite the exemption to "Virginia Code §58.1-3219"; the section is 58.1-3219.5. For the one-vehicle exemption under section 58.1-3668, the county's page states the rule correctly, including a vehicle owned by either spouse and used primarily by or for the veteran, and does not ask for the VA letter again from a veteran already on file. Its line that "the percentage of a person's disability is determined by the Department of Veteran Services" is wrong: the U.S. Department of Veterans Affairs rates the disability, and its letter is what the county takes. Pittsylvania has no separate rate for the limb loss and blindness class in section 58.1-3506(A)(19).

100% permanent and totalPittsylvania County applies the statewide exemptions to the home and up to one acre and to one car or pickup. Permanent and total on the 100% pathThe 100% rating has to be permanent and total. A 100% rating VA has not made permanent does not meet this path.
Individual unemployabilityThe other path is a total disability rating based on individual unemployability that VA has also rated permanent and total.
Permanent and total on the unemployability pathIndividual unemployability qualifies on this path only when VA has rated the disability permanent and total.
