Pinellas County Parks: Free Parking Pass for Disabled Veterans, Military Discounts
Pinellas County gives a disabled U.S. veteran a free annual beach parking pass, or a free beach and boat ramp pass, for Fort De Soto, Sand Key and Fred Howard parks. Veterans with an honorable or general discharge and military members get a discounted annual pass: $70 for the beach and $105 for boat and beach from October 1, 2026.
Also called: Fort De Soto, Sand Key, Fred Howard, beach parking, boat ramp, annual pass, DV designation, military discount.
Pinellas County Parks and Conservation Resources sells annual parking passes valid at Fort De Soto Park, Sand Key Park and Fred Howard Park Beach, and boat ramp passes valid at every county park ramp and the three standalone ramps. Beach parking goes to $3.50 an hour, capped at $12 a day, from December 1, 2026.
Disabled U.S. veterans: free. The annual beach pass and the annual boat ramp and beach pass are free to a disabled U.S. veteran who shows a VA letter verifying a service-related disability percentage, and a DD-214 or a driver licence with the DV designation, one vehicle per applicant. The county names no minimum percentage, so any service-connected rating qualifies on its words. The county says these passes "will remain free of charge" under the October 2026 price rise.
Military discount. With a DD-214 showing an honorable or general discharge, or a valid military ID, the annual beach pass is $70 (was $55) and the annual boat and beach pass $105 from October 1, 2026; a six-month beach pass is $40. Two vehicles per applicant. DoD civilian retiree cards do not qualify.
