The office. The Phelps County Veterans Service Office is in the courthouse, 715 5th Avenue, Holdrege, NE 68949, phone 308-995-4166, open 9:00 a.m. to 5:00 p.m. Monday to Friday (the State's directory, updated October 26, 2026, adds a noon-to-1 closing). The Veterans Service Officer is Travis Horner, whom the Board retained on January 13, 2026. The county's page describes the office as "a county agency that assists veterans with Federal, State, and County Benefits once he/she has been discharged from active-duty military service", completing "the application process for veterans and their dependents"; the officer "is appointed by the County Veteran's Service Committee" and confirmed by the Board, and the staff include an administrative assistant and "Veteran's Aids". The page's Schedule still names Wednesday hours in Alma and an office in Franklin, but the State's directory now lists Patrick George as the officer for Harlan and Franklin Counties, so Phelps veterans should use Holdrege. The Board's year. Mr. Horner gave quarterly reports on October 21, 2025 and June 9, 2026. On January 6, 2026 the Board approved the Nebraska Department of Veterans' Affairs' memorandum of understanding for the reporting software, January 1, 2026 to December 31, 2028. On June 9, 2026 it re-appointed Tom Rust to the Veteran's Service Committee for July 1, 2026 to June 30, 2031 and appointed Sara Graham "to finish the remaining term for Gary Samuelson", which runs to June 30, 2027 - the rest-of-term rule section 80-101(2) sets for a vacancy. On September 22, 2026 it approved a remodel that changes offices with the veterans' office. The money. The filed 2025-2026 budget gives the office $76,036.00, against $70,065.82 spent in 2024-2025. The Clerk records a DD-214 brought to the office (see the Nebraska entry on the Discharge Record).
