Phelps County Soldiers and Sailors Relief

Phelps County pays county veterans aid under section 80-102 from a Soldiers and Sailors fund of about $38,600, mostly in small card payments - $3,677.33 in the claims of August 2025 to June 2026 - and in July 2026 paid $1,500 of rent after the Board let the officer help a veteran with expenses; the county’s page still prints the wartime test that LB1300 removed.

What the page says. The Veterans Aid Funds page describes the CVA fund as "a temporary emergency fund to assist veterans, their spouses, and dependents when there is an unforeseen emergency and there are no other resources available", for food, shelter, clothing, funeral, medical, dental and surgical items, applied for through the county service office, with the veteran demonstrating "an 'inability'" to pay. It limits the fund to veterans who received an honorable discharge "and served during one of the defined 'wartime eras'". LB1300 (Laws 2024, section 45) struck the wartime-service test from section 80-102, which now reaches a veteran discharged honorable or general (under honorable conditions), or who died in service, who has lived a year in Nebraska and six months in the county, and a spouse, surviving spouse or minor child in need. What the county pays. Fund 1900, Soldiers and Sailors Requirements, levies no tax; it spent $3,497.34 on emergency relief and $992.70 on grave markers and flags in 2023-2024 and $2,005.79 and $296.26 in 2024-2025, leaving $38,643.80 on July 1, 2025, and the filed 2025-2026 budget makes $33,644 available for emergency relief and $5,000 for markers. The Board's claims show the aid paid mostly through the county's US Bank card, under "Soldiers/Sailors" or "Soldiers & Sailors": $144.18 (October 21, 2025), $229.41 (March 17, 2026), $200.00 (April 21), $136.29 (May 19) and $2,967.45 (June 16) - $3,677.33 in the claims of August 2025 to June 2026 - then $338.03 and a $1,500.00 rent payment on July 21, 2026, two weeks after the Board, on July 7, "gave Travis permission to help the veteran" with some expenses, and $809.86 on October 20, 2026. Apply through the Veterans Service Office, 308-995-4166. See the Nebraska entry on the county fund for the committee's discretion and the State's own aid fund.
