Payne County (Oklahoma) Assessor: the 100% Disabled Veteran Exemption Route

The Payne County Assessor's office, 315 W 6th, Suite 102, Stillwater, takes the homestead and exemption filings; its site publishes the homestead form and the 905 storm shelter exemption but no veteran exemption text of its own, so the State's Form 998 route carries the 100% disabled veteran exemption.

Also called: homestead exemption, disabled veteran, Form 998, Form 969, 100% disabled, Assessor, property tax, Article X 8E, Tax Commission, [email protected], 315 W 6th, Stillwater, Stillwater, Cushing, Perkins, Yale, Glencoe, Ripley, Mulhall, Orlando.

For: Veteran or service member, survivor.

Where it applies

Written for the jurisdictions listed here.

The exemption is the State's; see the Oklahoma entries on Article X, section 8E and Tax Commission Form 998 for the amounts and eligibility. Payne County's Assessor publishes no veteran exemption page of its own: the site's Exemptions page lists exactly two forms - "905 Storm Shelter Exemption Application" and "Homestead Exemption Form" - and its Contact page tells filers the portal is down: "*Our online portal for form submissions is down. We are in the process of getting it fixed. If you have a form that you wish to submit you can email it to [email protected] or if you are having trouble getting any forms please contact us and we can email a copy to you. You can also stop by the office at 315 W 6th Suite 102 Stillwater, OK 74074 *" The office's own description: "The Payne County Assessor's Office embraces technology and works hard to make access to public records and information a priority. While we are high-tech, we are also personal. You will find a real person who can answer property related questions during normal business hours." The site's land records tools (Property Record Card, COMPER, printable maps) and the Excise Board reports (Payne County Tax Levies, Taxpayer Rights) sit beside the forms. A veteran applying brings the VA's letter on Form 998; the county's Board of County Commissioners signs the annual Form 969 reimbursement claim for the exempted value (Creek County's 2025 claim, $325,385.00, is the pattern), and Payne County's own claim appears in the Board's records when filed. The county's Veterans Service Office route (the ODVA Northeast Team, 918-348-4901) helps gather the VA letter.
