Where it applies

The office. The Otoe County Veterans Service Office is in Room 205 of the courthouse, 1021 Central Avenue, Nebraska City, NE 68410, phone (402) 873-9540, fax (402) 873-3377, open Monday to Friday 8:00 a.m. to 4:30 p.m. (the State's directory, updated October 26, 2026, says 8:00 to 4:00). The Veterans Service Officer is Chad Miller ([email protected]), with admin assistant Casey Roush. The mission is "To support all Otoe County veterans and their families. To assist veterans and their families in obtaining the local, state and federal benefits they are entitled to under law. Spotlight the accomplishments of Otoe County veterans in service and in the community." The page lists two county benefits - the County Veterans' Aid Fund (see that entry) and "Flag Holders. For placement on the grave of every veteran buried in Otoe County" - with the State's and VA's, and tells a veteran filing a claim to bring the original discharge (member copy 4), dependents' details, proof of marriage, and outside doctors' contacts. The Board's year. Mr. Miller reports to the Board every quarter (December 30, 2025, April 21, July 14 and October 6, 2026); the December report covered "DAV transports, training, veteran's aid, and outreach." The Board joined the county to the Nebraska Department of Veterans' Affairs' VetraSpec licence on November 4, 2025, re-appointed Gregg Goebel to the Veteran Service Committee to June 30, 2031 on July 14, 2026, and on December 16, 2025 adopted, at Mr. Miller's request, an amendment to the county's General Assistance policy raising what it pays for a cremation or burial from $1,100 to $1,500. The Veterans Special Fund. A separate county fund (1905) holds gifts for the office: donations of $4,060.66 in 2023-2024 and $7,945.65 in 2024-2025 brought it to $30,344.52 by July 2025, budgeted under "Cars, Trucks and Vans"; the 2026-2027 hearing notice shows $39,572.91 available. The office's own 2025-2026 budget is $93,730.80, including $500 for grave markers. Vehicle exemption wording. The Treasurer's vehicle registration forms page still quotes the old Department of Motor Vehicles rule ("An honorably discharged veteran or a veteran with a general discharge under honorable conditions ... shall be eligible for exemption from taxation for one motor vehicle"). The exemption the State enacted in LB650 reads "with a characterization of honorable" alone; see the Nebraska entry, and ask the office before relying on a general discharge.
