Orange County Tax Office: Disabled Veteran Exclusion
Orange County's Tax Office takes the State's disabled veteran exclusion - the first $45,000 of the appraised value of the home, no income limit - on the county application with the NCDVA-9 certification signed by VA, by June 1; the Board of Commissioners approves late applications for good cause, and its tables show the exclusion taking $306.23 off a 2026 county tax bill.
Also called: property tax, disabled veteran, exclusion, $45,000, NCDVA-9, 105-277.1C, Tax Office, 919-245-2100, surviving spouse, June 1, Solid Waste Programs Fee, Hillsborough, Chapel Hill, Carrboro, Mebane, Efland, Cedar Grove.
The exclusion is the State's (G.S. 105-277.1C); the North Carolina entry carries its rules. What Orange County adds is how its Tax Office takes it and what it is worth here.
The county's pages. The Tax Office's Elderly and Permanently Disabled Assistance page: "The Disabled Veteran Exclusion reduces the taxable value of the permanent residence of a qualifying disabled veteran or their surviving spouse. Up to the first $45,000 of the appraised value of the home may be excluded from taxation. There is no income limit." It reaches "a veteran with an honorable or qualifying discharge and ... a total and permanent service-connected disability," or "the unmarried surviving spouse of a qualifying disabled veteran or of a service member who died in the line of duty." Only one of the homestead exclusion, the disabled veteran exclusion and the circuit breaker can apply to a home in a year. The Disabled American Veteran Program page calls it "a tax discount of $45,000"; it is an exclusion of $45,000 of value, not $45,000 off the bill.
How to apply. "You must submit this form to the Veterans Administration for verification and signature before the Tax Office can accept it": the application, the signed Certification for Disabled Veteran's Property Tax Exclusion (Form NCDVA-9) and a copy of a photo ID, mailed or brought to the Tax Office "before June 1st of the tax year." Tax Office, 228 South Churton Street, Suite 200, Hillsborough (P.O. Box 8181, Hillsborough, NC 27278); 919-245-2100.
Late applications. The Board of Commissioners hears untimely applications under G.S. 105-282.1(a1) on a showing of good cause, and heard disabled-veteran applications on November 6 and December 1, 2025 and January 20, August 25, September 1 and October 6, 2026; an approval covers only the year the application is filed. About 209 Orange County accounts carry the exclusion (Commissioner Portie-Ascott, October 7, 2025). The Tax Office's tables for those meetings show the $45,000 exclusion lowering the county tax by $287.24 for 2025 and $306.23 for 2026; town and fire-district taxes come off on top.
The solid waste fee. Every improved property pays the county's annual Solid Waste Programs Fee. It is waived automatically for holders of the elderly homestead exclusion, not for the disabled veteran exclusion; a disabled veteran on a limited income can apply to the fee assistance fund through the Tax Office.
