Onslow County Register of Deeds: Free DD-214 Copies
The Onslow County Register of Deeds gives free certified copies of a discharge the veteran recorded there, in person with photo ID or by post with a notarised letter. Its web page lists only the veteran, the widow or widower, a court and the executor; its request form adds the public agencies the statute names.
Also called: DD-214, discharge, Register of Deeds, certified copy, 47-113.2, military discharge, Jacksonville.
The State requires every register of deeds to record discharges and give certified copies free; see the North Carolina entry. The Onslow County Register of Deeds, 109 Old Bridge Street, Jacksonville (Monday to Friday 8 a.m. to 5:30 p.m.), holds a discharge only "if you personally brought them in and registered the discharges", and "there is no charge for the certified copies". Show photo ID. A request by post must include a signed, notarised letter, a stamped addressed envelope and a copy of photo ID, with the office's request form.
Who may ask. The web page lists the veteran, the widow or widower with the death certificate, a court representing the veteran with the court order, and the executor with letters testamentary. The request form, headed G.S. 47-113.2, adds an authorised agent of the State veterans agency, VA, the Department of Defense or a court official helping the veteran or the beneficiaries obtain a benefit, and the State Archives.
Where both are narrower than the statute. G.S. 47-113.2(b)(1) also lets an agent authorised in a notarised writing by the veteran, or by the widow or widower, obtain a copy; neither the page nor the form has a box for that agent. The form still names the "Division of Veteran Affairs", now the Department of Military and Veterans Affairs.
