The record. The Board's minutes are born-digital PDFs on the county's meetings library; the window's sets (November 2025 through October 2026) were downloaded and read whole. The Board meets monthly (third Tuesdays) in the County Board Room; Chair Scott Holewinski presides, County Clerk (the Clerk of the Board) records, and the roster runs from Robb Jensen (Human Services Committee chair) through Supervisor Newman, with three student representatives in attendance. Administrative Coordinator Tracy Hartman is the county's administrator; Human Resources Director and Labor Relations/Employee Services handle recruitment. The veteran items, in order: - January 20, 2026 (final minutes): "Appoint Dawn Spurgeon to the Veterans Service Commission for a 3-year Term to Expire in January 2029" - among the Board's appointments on the Human Services Committee's report. - February 17, 2026 (draft minutes): the CVSO election. The agenda carried "Resolution # 17 - 2026: Offered by the Supervisors of the Human Services Committee to elect Matthew Young to County Veteran Services Officer." The resolution recites the retirement notice, the recruitment, the five-member interview panel ("the Chair and a Committee member from the Human Services Committee, Administrative Coordinator, Human Resources Director and members from the Veteran Services Commission") and 45.80(1)(a) - "the County Board shall elect the County Veteran's Service Officer for an initial term that will run until the first Monday in January of the second year subsequent to the year of his or her election" - and elects Young effective February 17, 2026 at Grade K, Step 1 with sixteen additional PTO hours, "the incumbent Veteran Service Officer and Mr. Matthew Young ... both serve ... from February 17th, 2026 to February 27th, 2026 to provide overlap training." The minutes record the public comment - Brian Thomas (the Vilas County CVSO, in support of Young), Michelle and Brian Bennett, Bruce Zwiers and Ezri Slizewski, Brian Jopek of the Veterans Service Commission ("his first choice was Jason Dailey"), and Tammy Javenkoski, "retiring Oneida County CVSO", who "advised that if Daily does not get the CVSO position, he will not stay as an employee in the office" - Supervisor Newman's floor nomination of Dailey, Dailey's own statement ("I have been in the office for over 10 years and am very passionate about my veterans"), Young's, and the roll call: "Votes for Young - 12, Jensen, Fried, Tautges, Oettinger, Condado, Briggs, Hess, Ives, Almekinder, ..." with "Roll Call on Resolution # 17 - 2026: 20 Aye; 1 Nay, Hanus; 3 Student Representative Aye." - February 18, 2026: Dailey's resignation (reported by the Northwoods Star Journal the same day; he confirmed it "and will leave with Javenkoski on Feb. 27"). No veteran benefit was adopted, narrowed or repealed; the year is the succession. The county's Veterans Service Commission - whose members Jopek and Espeseth preferred Dailey on the hiring panel, and to which Spurgeon was appointed January 20 - continues under 45.81 alongside the office (the State entry). No veterans treatment court serves Oneida County: the Wisconsin court system's court-connected programs list names sixteen covering thirty-three counties and Oneida is not among them.
