Oklahoma County Clerk: Free, Confidential Recording of Discharge Papers
The Oklahoma County Clerk records discharge papers free and keeps them confidential. Its request form, revised March 2026, will be out of date on November 1, 2026, when grandchildren gain access, and it adds a notarised signature and photo ID that the statute does not require.
Also called: DD-214, DD214, County Clerk, Registrar of Deeds, discharge papers, 19 O.S. 270, 72 O.S. 22, grandchild, notary.
The rules are the State's; see the Oklahoma entry on DD-214 confidentiality. The County Clerk is ex officio Registrar of Deeds, 320 Robert S. Kerr, Suite 203, Oklahoma City 73102.
Recording. The Clerk's page says it keeps "a record of all military discharges presented for filing by the members of the Armed Forces of the United States. This service is free." Its cover page, which must be filed with the original, offers "free and confidential filing" and returns the original by mail.
Copies. The request form lists who may see or copy a DD-214 exactly as 19 O.S. 270(B) does today: the veteran, spouse or child, a guardian or attorney in fact with a court order, the executor or administrator, a VA representative, a funeral director with a signed funeral contract, or someone with a court order.
Where the form falls behind or adds to the law. Senate Bill 2026 (2026, chapter 211) adds grandchildren to that list and widens the section to all military discharge papers from November 1, 2026; the form, revised in March 2026, does not. The form also requires a notarised signature and a copy of photo ID, which section 270 does not. And it does not say copies are free, though 72 O.S. 22 requires the clerk to furnish certified copies of recorded discharges without charge.
