The rules are the State's; the Florida entry on discharge recording explains them. The Okeechobee County Clerk's fee schedule, under Recording, lists "Military Discharge/Separation" at $10.00, beside the $10.00 recording fee and the $1.00 indexing charge for each name over four. What the law says. Section 28.222(3)(d) has the clerk record "that portion of a certificate of discharge, separation, or service which indicates the character of discharge", and "Each certificate shall be recorded without cost to the veteran, but the clerk shall receive from the board of county commissioners or other governing body of the county the service charge prescribed by law for the recording." The schedule does not say who pays the $10.00; a veteran recording a DD-214 should pay nothing, and should cite the section if asked for the fee. Privacy. Under section 28.2221(5) a county recorder may not post the image of a military discharge on a public website. The Clerk's Personal Records Exemption page carries the removal-request forms for exempt personal information and Social Security numbers, delivered in writing to the Official Records Department; an image posted before June 5, 2002 must be removed on the affected party's written request.
