Norfolk Disabled Veteran Real Estate Tax Exemption

Norfolk’s Department of Human Services applies the statewide exemption for a veteran rated 100% service-connected, permanent, and total. Its page and 2026 form still require a surviving spouse to stay in the same home.

Also called: property tax, real estate tax, Norfolk property tax, 100% disabled, Human Services.

For: Veteran or service member, survivor.

Where it applies

Written for the jurisdictions listed here.

In Norfolk the statewide disabled-veteran real estate exemption is handled by the Department of Human Services on Monticello Avenue, which also runs the city's relief for older and disabled owners, rather than by the Commissioner of the Revenue. There is no income test. The veteran brings the signed application, photo ID, proof of residence such as a driver's license, utility bill, or bank statement, and the original VA letter showing a 100% service-connected, permanent, and total disability. The veteran certifies that no exemption is claimed on property anywhere else and must tell the city of a move. The page and the 2026 application both narrow the surviving spouse rule. The page says the spouse qualifies "as long as he or she remains in the home", and the spouse's affidavit on the form certifies "that I continue to occupy the exempted property". Section 58.1-3219.5(B) has let a surviving spouse move without losing the exemption since 2019. The page also gives the qualifying date of death as after December 21, 2010; the statute and the city's own form say on or after January 1, 2011.

Thresholds

Thresholds for Norfolk Disabled Veteran Real Estate Tax Exemption
GateRule
100% permanent and totalNorfolk applies the statewide exemption to the principal residence. The city asks for the original VA letter showing a 100% service-connected, permanent, and total disability. It does not add an income test. One path is a VA rating of 100% that is service-connected, permanent, and total.
Permanent and total on the 100% pathThe 100% rating has to be permanent and total. A 100% rating VA has not made permanent does not meet this path.
Individual unemployabilityThe other path is a total disability rating based on individual unemployability that VA has also rated permanent and total.
Permanent and total on the unemployability pathIndividual unemployability qualifies on this path only when VA has rated the disability permanent and total.
