40th Judicial Circuit Veterans Treatment Court (Newton and McDonald Counties)

Newton and McDonald counties make up the 40th Judicial Circuit, which the Office of State Courts Administrator's veterans treatment court map (June 2025) shows running a Veterans Treatment Court Program for both; Newton budgets $20,000 a year of court grant money for it and McDonald carries its own Veterans Court line ($2,500 for 2026). The circuit publishes no rules or contact, so ask a defence lawyer or the Circuit Clerk in Neosho or Pineville.

What is published. The Office of State Courts Administrator's map of veterans treatment courts, updated June 2025, shades the 40th Judicial Circuit's two counties, Newton and McDonald, as running a "Veterans Treatment Court Program". In its words: "Veterans Treatment Court focuses on addressing the substance use disorders, co-occurring disorders, or mental health disorders of defendants charged with a criminal offense who are military veterans or current military personnel." Missouri treatment courts sit under Revised Statutes 478.001 and the circuit's own rules. Newton County's 2026 adopted budget carries a "Veteran Court" line of $20,000 among its court grants, budgeted at $20,000 each year since 2023, with $14,251.80 spent in 2025. What is not. Neither the county nor the circuit publishes the court's judge, coordinator, schedule or eligibility rules. A veteran facing charges should ask a defence lawyer to raise it early, or ask the Circuit Clerk, Patty Krueger, 40th Circuit Court, 123 East Main Street, Neosho (417-451-8210). McDonald County. The June 2025 map shades McDonald with Newton (the January 2024 version, read through the Internet Archive, shades neither), and McDonald's own budget carries the court too: under Court Administration, the 2026 adopted budget has a "Veterans Court" line of $10,000 approved for 2025 and $2,500 approved for 2026, with nothing spent in 2024 or 2025, and the 2025 proposed budget shows $20,000 approved for 2024 and $10,000 for 2025, nothing spent in 2023 or 2024. This widening rests on that budget line and the map; no page or order of the circuit's own naming the docket could be read (courts.mo.gov refuses automated fetches). The Commission's posted minutes and agendas of 2025 and 2026 carry no veterans court item. A McDonald County veteran facing charges should ask a defence lawyer to raise the veterans docket early, or ask the McDonald County Circuit Clerk, Tanya Lewis, at the courthouse, 602 Main Street, Pineville (417-223-7512).
