Newbury Veterans’ Property Tax Exemptions (Clauses 22 to 22F)

Newbury’s assessors print the statute’s own range on their Qualified Veterans page and post the Commonwealth’s Form 96-4, so this entry gives the statute’s; its Veterans Services are the Eastern Essex District’s, Steve Bohn directing from Ipswich Town Hall, with the monthly hours at the town hall the page records.

Also called: property tax, clause 22, 22E, veterans exemption, assessors, Newbury.

For: Veteran or service member, spouse, survivor.

Where it applies

Written for the jurisdictions listed here.

The Town of Newbury grants the veterans’ exemptions of G.L. c. 59, s. 5, clauses 22 to 22F, through its board of assessors. The statute sets them as dollars off the tax bill, $400 under clause 22, $750, $1,250 and $1,500 under 22A to 22C and $1,000 under 22E, and exempts the whole domicile under 22D and 22F; a town can add to them only by accepting a local option, clause 22I, clause 22J or section 5C½. Every figure on this entry carries its source and the day it was read. The site has moved to newburyma.gov, to which townofnewbury.org redirects. The Board of Assessors’ page names Frank “Budd” Kelley the chairperson (term expires May 11, 2027) and Linda McCamic the member (May 9, 2028), its third seat vacant, recorded "In memoriam: Sanford Wechsler" for the term expiring May 12, 2029, with Jason DiScipio the Principal Assessor (978-465-0862, extension 318) and Michelle Thomas the Assessor’s Clerk (extension 308) at the Municipal Offices, 12 Kent Way, Byfield, printing the fiscal 2026 tax rate of $7.51. The assessors’ Qualified Veterans page gives clause 22 as "The amount of this exemption varies between $400 and a total exemption, depending on the wartime service-connected disability" - the statute’s own range - but asks that "an individual must have been a Massachusetts resident before entering the service or have lived in Massachusetts for not less than 1 year before filing for exemption", neither arm of the statute’s six-months-before-service or two-consecutive-years-before-filing test; its "Clause 22 (PDF)" is the Commonwealth’s State Tax Form 96-4, revised 12/2022, and the board’s sidebar posts the Department of Revenue’s Taxpayer’s Guide to Local Property Tax Exemptions. No acceptance of clause 22I or 22J was found on the site, so the figures here are the statute’s. The Veterans Services page names the district outright: "The Veterans Service Officer (VSO) for Eastern Essex District of Veteran Services oversees Veteran Services for Essex, Georgetown, Ipswich, Rowley, Newbury, and West Newbury", Steve Bohn the District Director at Ipswich Town Hall, 25 Green Street (978-356-6699, fax 978-356-6615), Tony Ochoa the Veterans Services Assistant, and Newbury office hours the second Thursday of the month, 11:30 a.m. to 12:30 p.m., at Town Hall, Second Floor Hearing Room, 12 Kent Way - the office the EOVS directory’s September 7, 2026 Newbury row lists on 25 Green Street ([email protected]), its row’s city reading "Ispwich". The district’s own site, eessexvets.com, answers a Cloudflare challenge that does not clear, as the Ipswich and Georgetown entries record. The page records Dennis Palazzo the town’s Veterans Graves Officer (term expires June 30, 2030) under chapter 115’s grave-registration section and names no post of the town’s own. Chapter 115 benefits, the Commonwealth’s needs-based help with rent, food, fuel and medical costs, are applied for through Newbury Veterans Services: Eastern Essex District Veterans’ Services, Steve Bohn, District Director. Their amounts are set by the Commonwealth and are the same in every city and town; the statewide chapter 115 entry describes them.

Figures

Each figure is dated with the day it was read. A local figure moves whenever the statute or the local ordinance does, so confirm it with the office that grants it before you rely on it. Statute verified gives the day the weekly section check last found the statute standing on the legislature’s own code site; a figure without it rests on a statute the check does not read yet.
