Where it applies

Written for the jurisdictions listed here.

Indiana requires every county to employ a veterans service officer (IC 10-17-1-9; see the Indiana entry). Morgan County's page: "We are fellow Veterans who are trained, accredited, knowledgeable and qualified to make your life easier by helping you access all of the benefits for which you are eligible. We can file claims on your behalf, guide you through appeals and advise you on your overall benefits ... The Morgan County Veterans Service Office is a County Agency. We DO NOT have access to the Federal VA database or veteran records." The staff are "county employees, accredited through Indiana Department of Veterans Affairs and The American Legion". What the pages cover. Four sets of pages, for veterans, for those still serving, for family and caregivers, and for survivors: service-connected disability claims (bring the DD-214, service treatment records, private and VA medical records, past VA letters and the current rating letter), pension and Aid and Attendance, VA health care and home loans, records requests through the National Personnel Records Center or the Indiana Department of Veterans Affairs, the State's property tax, tuition, licence plate, park pass and hunting and fishing benefits, burial and memorial benefits (including the county allowance, its own entry), survivors' DIC and pension, and a page of "Veteran Benefit Myths". When and how. Appointments are required: "It is difficult to accommodate WALK-INs at this time, due to client privacy concerns, and heavy caseload." Monday, Tuesday, Thursday and Friday, 8 a.m. to 4 p.m.; "Closed Wednesday for Claims Processing". Ask through the county's online appointment request form, or call. Who and where. Veterans Service Officer Courtney Kemp ([email protected]) and Deputy Veterans Service Officer Misty Ladish, the contact for appointments and claims ([email protected]); 180 South Main Street, Suite 331 (third floor), Martinsville, IN 46151; office 765-205-1614, field cell 765-346-5751, fax 317-584-8662 (the Indiana Department of Veterans Affairs' locator, read 2026-10-24). The Council's minutes record the changes: a service officer resigned at the end of 2025, and in February 2026 Ms. Kemp was promoted from deputy and Ms. Ladish moved into the deputy post. On January 20, 2026 the State's district service officer told the Commissioners the office was "leading the pack" on the accreditation the State now requires, and that veterans from Hendricks, Monroe and Brown counties come to it; the Commissioners asked that out-of-county use be tracked, "as Morgan County taxpayers fund the office". The office also buys the flags set on veterans' graves (a $1,505 transfer to its memorial flags line in April 2026).
