The record. The Board's Agendas, Minutes & Upcoming Board Meetings page posts the meeting calendar and streams on the county's Granicus portal (montrosecounty.granicus.com), and the county keeps a 2026 Resolution Index for BOCC and a 2025 BOCC Resolution Index beside the DocumentCenter files; the window's veteran items are the two below. The appointment. Resolution 1-2026, "Annual Appointments and Organizational Resolution", adopted at the Board's special meeting of January 13, 2026: "THAT, Phillip Rich be, and is hereby appointed to the Montrose County Veteran's Service Officer for the term commencing today until the second Tuesday in January 2027 in accordance with C.R.S. § 28-5-802." The two-year term and qualifications are C.R.S. 28-5-802(2); the Board's first Rich appointment was Resolution 14-2024 (March 1, 2024, after the prior officer's February 29, 2024 retirement, on "the advice and counsel of the chief officers of the posts of the regularly established veterans organizations in the county") - the statute's own consultation requirement. Neither resolution carries a wage; the budget documents are not posted on the site's index. The flag programme. The county's June 8, 2026 CivicSend release: "Montrose County and the Montrose County Veteran Service Office (VSO) are once again partnering to offer the annual Flag Retirement and Replacement Program ... Beginning June 8, residents may bring faded, torn, or weathered U.S. flags to designated collection sites ... In exchange, participants will receive a free 3' x 5' American flag ... To pick up a new flag, visit Montrose County Administration at the Historic Courthouse, located at 320 South 1st Street, Suite 300 in Montrose." Commissioner Sean Pond, "a U.S. Navy veteran", is quoted, and "All flags collected through the program will be respectfully retired through the Veterans Memorial Cemetery of Western Colorado in Grand Junction." No other veteran item. The 2026 and 2025 resolution indexes carry no veteran proclamation, exemption or cemetery item beyond the two above (the 2026 index's only near-veteran rows are the Montrose Memorial Hospital board appointments), and no veteran benefit was adopted, narrowed or repealed. The Board meets in the historic courthouse at 320 South 1st Street; the commissioners for 2026 with Rich's re-appointment are the same board the county's site lists.
