The Montgomery County Common Pleas Court, General Division, has run a Veterans Treatment Court since November 2013, certified by the Supreme Court of Ohio. It sits on Wednesdays at 9:30 a.m. at 41 North Perry Street, Dayton. The Supreme Court's docket list names Judge Kimberly A. Melnick as its judge; the court's 2025 program guide still names Judge Dennis J. Adkins and gives Karla Arnold, supervisor, at 937-225-4288.
Who can enter. A veteran placed on community control or intervention in lieu of conviction in the Common Pleas Court, with an honorable or general (under honorable conditions) discharge, where drug or alcohol use, PTSD, a traumatic brain injury or another physical or mental condition was a significant factor in the offence. Combat service and a PTSD diagnosis are not required. The page's introduction says "honorably discharged veteran", but its criteria and the program guide both accept a general discharge. A veteran with an other than honorable discharge is outside the court's criteria.
How it works. Meetings with a probation officer one to five times a week, treatment through the Dayton VA or a community agency for those VA does not cover, and an average stay of 12 to 18 months. Graduation needs six months' continuous sobriety, no new felony, work or school, paid financial obligations and any special conditions. The Veterans Service Commission recruits and trains the court's volunteer mentors: at the end of 2025 it had 13 certified mentors for 18 participants.
