The Monroe County Veterans Affairs office is the office every Pennsylvania county must have: a director of veterans affairs appointed by the county (16 Pa.C.S. 15524). See the Pennsylvania entry on county directors. Director and VSO Lisa M. Kaye, recognized by the commissioners in June 2026 for fifteen years of service to the county's veterans, and Deputy Director and VSO Eric Morin, whose research into a veteran's service record recovered a Purple Heart a clerical error had cost him. Monroe County Administrative Center, One Quaker Plaza, Room 101, Stroudsburg PA 18360; office (570) 260-8678 and appointments (570) 517-3187; fax (570) 227-3188. Hours Monday to Friday 8:30 a.m. to 4:30 p.m. The Department of Military and Veterans Affairs' September 9, 2026 directors list gives the office as 517-3187 with the same fax. What it does. "General veteran benefit services to all Veterans of all time periods and their respective dependents", free of charge: explaining the programmes, assembling evidence and filing with the VA regional office. The office's own list - county, State and federal - covers VA compensation, non-service pensions, hospitalization, burial and widow's benefits, appeals, medals and records from the National Personnel Records Center, DD-214 corrections, the State's Veterans' Temporary Assistance, real estate tax exemption, blind and paralyzed veterans' pensions, State veterans' home placements and licence plates, and the county's burial allowance and grave flags (see that entry). It also keeps the grave registrations of veterans buried in the county, writes correspondence for veterans and dependents on Federal and State claims, and helps with parades and Memorial Day and Veterans Day events "as time permits". Discharges. Recording a DD-214 - or, for WWII veterans, the War Department discharge or separation paper - at the Recorder of Deeds is recommended and free: the Recorder's fee bill of November 17, 2025 names no charge for a discharge, and certified copies come from the office or on an SF 180. The tax exemption. The office's property tax exemption page restates the State test - wartime service, honourable discharge, sole or entireties ownership, occupancy and the State Veterans' Commission's financial-need certification - and the county Board of Assessment Revision of Taxes then exempts the property: its agenda of October 7, 2026 lists veteran exemption requests with the county tax at stake, a review at $1,658 and a new 2027 claim at $676. Budget. The 2026 adopted budget carries Veterans Affairs at $273,981 in the general fund, $274,166 all funds. Around the county: the commissioners' 2026 hotel tax allocations include $5,000 for the Monroe County Veterans Association and $10,000 for the Women's Veterans Museum, and an April 1, 2026 grant of $4,000 to Vietnam Veterans of America Pocono Chapter 678 for a Moving Wall program; the chapter holds its POW/MIA Recognition Day ceremony on the Courthouse Square by commissioners' permit.
