The office. The county's Veteran Affairs page: "The Mifflin County Department of Veteran Affairs provides full service to the 6,000 plus veterans of the county. This same service is available to eligible dependents of deceased veterans." Contact: Mifflin County Courthouse, 20 North Wayne Street, Lewistown, PA 17044, phone 717-248-6421, fax 717-248-2527; Director James Conway, clerk Paula Hoffman; hours Monday through Friday 8:00 AM to 4:00 PM (the courthouse's own hours 8:00am - 4:00pm). The directions from the courthouse lobby: "take the elevator to the second floor. Turn right off elevator. Go down the hallway. Turn right at the end of the hall and the office is the last door on the left."
The transition. The commissioners' minutes record the office's 2026 turn: the March 9, 2026 salary meeting - "Commissioner Postal stated the proposed salary for the Veterans Affairs Officer is to be $56,100.00 annually. Treasurer Griffith made a motion to approve the $56,100.00 salary. Commissioner Wise seconded the motion. The motion passed unanimously" - and the June 2026 personnel item "Hiring of James Conway for Veterans Affairs Officer effective June 22, 2026". An earlier meeting's account explains the move: the county was "re-hiring his predecessor James Conway to replace him as the new Director of Veteran Affairs" - James Peters being the director who had thanked the commissioners for the March 19, 2026 proclamation. The 2026 minutes also carry the clerk line: the Tax Services Clerk position was abolished and a "Tax Services / Elections / Voter Registration / Veterans Affairs Clerk position" created at paygrade 5, with Miranda Foltz hired effective February 17, 2026 (Sue Zimmerman's transfer into the job having been rescinded in January).
The forms. The Veteran Affairs Forms page posts FORM 180 Record Request, FORM 21-526 Compensation and Pension, FORM 21-534 DIC, Death Pension, Accrued Benefits, Aid & Attendance, FORM 40-1330 Headstone/Marker Request and FORM DD149 Correction of Military Record.
The hardship flyer. The Resources page posts "VA Hardship Program" - the VA's own two-page flyer on the programmes "that can help you with your copay requirements": "Hardship - If your income has recently changed, you may qualify for VA medical care without copays"; "Repayment Plan - You can establish a plan to spread your current health care debt over a specified period of time"; "Compromise - You can request a one-time monetary settlement eliminating your current health care debt"; "Waiver - You can request that your current copay debt be waived. If eligible for Beneficiary Travel you might also be able to eliminate the mileage reimbursement deductible." The flyer's second page: "If your current and projected financial situation puts you below the VA Means Test Threshold or Geographic Means Test Threshold for your area, you may qualify for enrollment and cost-free VA medical care."
The exemption route. The commissioners' exoneration lists record the office's work: parcel after parcel "located in Lewistown Borough - $395.83 (Michael Snook) - The Department of Veterans Affairs has approved exempt status", and one "Parcel approved for exempt status by the PA Department of Veteran's Affairs - $366.65 (2026)" - the county's Disabled Veterans' Real Estate Tax Exemption applications clearing through the county VA before the commissioners' exonerations. See the State entries for the exemption tests.
