Mecklenburg County Assessor's Office: Disabled Veterans Homestead Exclusion

How Mecklenburg County runs the State's $45,000 disabled veteran homestead exclusion: form AV-9 by email or post by June 1. Its page lists all three statutory routes, including a surviving spouse whose veteran died of a service-connected condition, but then says permanent and total documentation must be provided, which the adapted housing and death routes do not need.

Also called: property tax, homestead exclusion, disabled veterans homestead exclusion, 105-277.1C, AV-9, $45,000, June 1, surviving spouse, Charlotte, County Assessor.

For: Veteran or service member, survivor.

Where it applies

Written for the jurisdictions listed here.

The exclusion is the State's, under G.S. 105-277.1C; see the North Carolina entry. In Mecklenburg County the County Assessor's Office decides claims. What the county says. The first $45,000 of assessed value of the permanent residence is excluded, with no age or income requirement, and the owner must qualify on January 1 of the year of the application. Applications are due June 1, on the State's form AV-9, by email to the Assessor's real property exemptions mailbox (the county's preferred route) or by post to County Assessor's Office - Real Property Exemptions, P.O. Box 31127, Charlotte, NC 28231. The tax office's business office is at the Valerie C. Woodard Center, 3205 Freedom Drive, Suite 3000 (704-336-7600). Routes. The page lists them as the statute does. A veteran qualifies with a total and permanent service-connected disability, or with benefits for specially adapted housing under 38 U.S.C. 2101. A surviving spouse qualifies where the veteran had a total and permanent service-connected disability, received section 2101 benefits, or died as a result of a service-connected condition. Where the page is narrower than the statute. Above the routes the page says "Documentation of the service-connected permanent and total disability from the U.S. Department of Veterans Affairs or another governing body must be provided." G.S. 105-277.1C(f) asks for the disability certification "or" evidence of section 2101 benefits, and a spouse on the death route needs VA's certification that the death was service-connected, not a permanent and total rating. Send whichever document fits the route and point to the route list on the same page. What the page leaves out. It does not mention the discharge test, the State's form NCDVA-9, which the county veterans office helps with, or the late application for good cause that G.S. 105-282.1(a1) allows for the year it is filed.

GateRule
Permanent and total service-connected disabilityThe rating path is VA's certification of a permanent and total service-connected disability, as of January 1. A section 2101 adapted housing grant qualifies instead, and an unmarried surviving spouse qualifies on a service-connected death; the rating filter cannot test those.
