McKinley County Assessor: Veteran and Disabled Veteran Exemptions

The McKinley County Assessor in Gallup (505-863-3032) applies the State's veteran exemptions on the Department of Veterans' Services certificate, but every county page is out of date: they give $4,000 (one FAQ $3,500), a full exemption only at 100% permanent and total, and the July 2021 form. Since 2026 it is $10,000 plus an exemption proportional to any permanent rating.

Also called: property tax, veteran exemption, disabled veteran exemption, 7-37-5, 7-37-5.1, $10,000, $4,000, certificate of eligibility, DVS Form 1, notice of value, motor vehicle, Gallup, Thoreau, Crownpoint, Ramah, Church Rock, Navajo Nation, Zuni.

For: Veteran or service member, spouse, survivor.

Where it applies

Written for the jurisdictions listed here.

Both exemptions are State law; the New Mexico entries on the $10,000 veteran exemption and the proportional disabled veteran exemption say who qualifies and how much comes off. The McKinley County Assessor applies them on the Department of Veterans' Services' certificate of eligibility. What the county's pages say, and what is now the law. The Assessor's exemption page lists "Veterans who are eligible to deduct $4000 of taxable value" and says the home of a veteran "who has a one hundred percent permanent and total service-connected disability or his / her surviving spouse shall be exempt". Its property tax FAQ puts the veteran exemption at "$3,500 a year", and the form it links is the Department's DVS Form 1 "(Revised July 2021)", which asks for a "VA Finding of 100% disability permanent and total". All three are superseded: the veteran exemption is $10,000 from tax year 2025, and from tax year 2026 a veteran with any permanent service-connected rating takes that percentage of the home's remaining taxable value off, all of it at 100%. Use the current DVS Form 1 from the Department. What the Assessor's page gets right. "To claim, present Certificate of eligibility to Assessor's Office for Confirmation of exemption declaration. Should you claim this exemption by mail, a notary public must witness your signature on the Notice of Value, then send original Certificate of Eligibility and Notice of Value to the Assessor's Office." Once allowed, the exemption carries on "as long as there is no change in eligibility or ownership". "If you have claimed the exemption with the Motor Vehicle Department, you need to come into the Assessor's Office and report it, as only the remaining portion of the exemption will be allowed." Claims are due no later than thirty days after the notice of value is mailed. Where. McKinley County Assessor, 207 West Hill Ave., Suite 102, Gallup, NM 87301; phone 505-863-3032.
