The county's own sentence. The Register of Deeds' page on the county site: "The Register of Deeds assist Veterans in recording their military discharge records." The office: Maggie Effler Frye, Registrar, 35 West Fort St., Marion NC 28752, 828-652-4727, [email protected], Monday to Friday 8:30 a.m. to 5:00 p.m. (documents recorded the same hours); the office's own site is McDowellDeeds.com, whose welcome text lists "military discharge filing information" among its services beside the record search, the recording alert system and the vital-records requests. The statutes. G.S. 161-11 puts the register of deeds' fees in statute and the free discharge recording in the county's practice under the State's free-discharge-recording entry; the recorded discharge is not a public record - G.S. 130A-109 and the veterans'-records sections keep access to the veteran, the veteran's dependents and the persons the statute names. A veteran asked to pay cites the State entry. The veterans program behind it. The board's September 9, 2019 minutes record the programme's start under the previous register: "Ms. Tonia Hampton, Register of Deeds, gave a presentation on the new veterans program her office has implemented. Ms. Holly Davis, a part time employee in the office had been working on the program to provide all veterans with a picture ID card, and had also secured local businesses to give discounts to the veterans ... Ms. Hampton noted McDowell is the 12th county in the state to implement the program for veterans" - with thanks to Doug Gouge "for his assistance in helping to get military discharge papers". The office's current page carries the discharge line; the picture-ID programme's own page is not posted.
