Neither the Clerk's page, the Vital Records page nor the payment list names a military discharge. Local Government Code 192.002 makes the filing free, Government Code 603.003 makes the certified copy free, and Government Code 552.140 keeps the record confidential, releasing it only to the veteran and the others it lists (see the Texas entry). A veteran asked to pay should cite the statutes.
